
There has been some criticism in certain circles of Keller ISD, suggesting that Tim Davis (Jackson Walker) has been overpaid since the start of his contract in mid-2022. Now that Mr. Davis has worked with the district for three years, it is an appropriate time to compare this arrangement to the previous model of utilizing in-house counsel.
The chart above summarizes data compiled from the KISD pay scales and the KISD Check Register. A conservative 5% estimate was added to account for the value of benefits and pay increases not itemized in the available data.
Importantly, as this chart illustrates, in-house counsel is not able to manage all legal matters the district encounters—making a direct financial comparison incomplete without accounting for the continued reliance on outside legal support under the previous system. So all outside support has been added to the best of my ability.

I was sent some other data that I have added into this spreadsheet. Unfortunately, not all the data was relevant.
1. When we are doing a comparison to find out if which method (inside or outside counsel) is more efficient you can't weight Tim Davis with Bigee's Salary. Just like you can't weight Bigbee's numbers with Tim Davis expenses. That's not apples to apples.
2. $500k in invoices that haven't come in and paid are not invoices for 2024-2025 and are therefore not included in this analysis. (See my comments about Lawsuit expenses in the summary)
3. Some of the additional expenses mentioned are NOT Attorneys or DID NOT perform legal services. Just because a company uses multiple last names in their title doesn't make it a law firm.
4. This chart reflects the additional information with the errors removed.
In the end Tim Davis is still Cheaper.

By removing all of the additional legal services you will see that despite having to pay for additional work for Basswood Elementary, RSM audit, among other things, Tim Davis has saved the district money over the last 3 years!
